Onondaga County Emergency Rental Assistance Program is Officially Closed
(2.8.22) Any tenant and landlord that applied to Onondaga County Emergency Rental Assistance will be receiving an official letter from the Department of Social Services-Economic Security notifying them of the official program closure and to seek assistance through New York State.
New York State Emergency Rental Assistance Program Application (ERAP)
All Onondaga County residents in need of rental assistance apply to NYS Office of Temporary and Disability Assistance Program Emergency Rental Assistance Program Application (ERAP). ERAP will provide significant economic relief to help low and moderate-income households at risk of experiencing homelessness or housing instability by providing rental arrears, temporary rental assistance, and utility arrears assistance.
New York State Landlord Rental Assistance Program (LRAP)
Provides rental assistance for landlords whose tenants are unwilling to apply for the Emergency Rental Assistance Program (ERAP), including where the tenant has left the rental property. Assistance may be provided for households with rent up to 150 percent of the Fair Market rent (FMR) for the county where the property is located. Landlords renting property in Onondaga County are eligible to apply if tenants have left their rental property or who are unwilling to apply for OCERA.
New York State Emergency Rental Assistance Program – For Tenants with Income between 80% and 120% AMI
Starting September 15, 2021, household gross income between 80 and 120 percent AMI. These income limits differ by county and household size. A household may qualify based on current income or calendar year 2020 income that is at or below 120 percent AMI. Households with income between 80 and 120 percent AMI are eligible for a state-funded ERAP payment so long as funds remain available. Applications from households with income up to 100 percent AMI will be prioritized for processing through October 29, 2021. After that, all applications for households with income up to 120 percent AMI will be processed on a first-come, first-served basis.

Special Funds for City of Syracuse Tenants with income at or between 81% to 100% AMI
The City of Syracuse has allocated $1 million from the American Rescue Act Plan to assist tenant living in the City of Syracuse (only) with income at or between 81% to 100% AMI who owe rental arrears. These funds will follow the Onondaga County Emergency Rental Assistance plan (OCERA) with the exception of the income criteria.
